Two experienced attorneys join Osborn Maledon as partners

Osborn Maledon is pleased to announce that Andrew Pappas, former general counsel of the Arizona House of Representatives, and Theresa Rassás, former section chief for the Arizona Attorney General, have joined the firm as partners.

Both attorneys will practice appeals, commercial litigation, government and regulatory law, employment law and open meeting and public records law. Pappas also will focus on class actions and Indian law.

Pappas was the principal legal adviser to the Speaker of the House and members of the majority caucus, providing legal, policy and strategic advice on a wide range of issues. He provided counsel on ethics complaints and investigations and represented the Speaker regarding testimony before the U.S. House Select Committee to Investigate the January 6th attack on the U.S. Capitol. Before that, he served as deputy solicitor general in the Arizona Attorney General’s Office. He began his career at Gibson, Dunn & Crutcher LLP in Los Angeles.

In her position with the Arizona Attorney General, Rassás headed the Civil Rights, Fraud and Special Prosecution, and Racketeering sections and oversaw Arizona’s mediation program and administrative processes in employment and fair housing claims. She handled cases involving fraudulent schemes, tax fraud, real estate fraud, and racketeering. Before joining the state, she was an Assistant U.S. Attorney, prosecuting firearms cases, immigration cases, money laundering, bankruptcy fraud and drugs cases. She started her legal career in the Maricopa County Attorney’s office.

Both attorneys are involved in legal profession organizations and community activities. Among them, Pappas serves on the board of the Phoenix lawyers’ chapter of the Federalist Society and is a fellow of the Civil Society Fellowship, a partnership of the Anti-Defamation League and the Aspen Institute. Rassás is the parliamentarian of the Arizona Advisory Board to the U.S. Civil Rights Commission, a member of the Victims Advisory Group to the U.S. Sentencing Commission, mock trial coach for Veritas Prep Academy, and vice president of membership for the National Charity League’s Camelback Chapter.
